We are in 1954 and the Mayor of Chateauneuf-du-Pape (Lucien Jeune) writes a decree which will be widely talked about: he forbids the flight over of his municipality by the flying saucers ! Madness, drunkeness or real belief…none of that, the truth is out there…
In alien booming of the 1950’s, Fox Mulder and Dana Scully come back from the Dewilde’s affair, in the North of France. And that is when Walter Skinner gives them that document:

JEUNE Lucien, Mayor of the Municipality of Chateauneuf-du-Pape
SETTLE ON:
Art 1. The flight over, the landing and the take-off of spaceships name flying saucers or flying cigar of any nationalities, are forbidden on the land of the municipality.
Art 2. All spaceship, names flying saucer or flying cigar, which will land on the land of the municipality, will be immediately put in impound.
Art 3. The rural policeman and the village police officer are responsible for the execution of this decree.
Mulder: “But it won’t work. The prefect will refuse to promulgate it.”
Skinner: “Don’t be so sure, it’s already done ! Even Lucien Jeune didn’t believe it, that’s why he wrote it on a banal paper, to be quickly torn…”
Scully: “But what’s happening with him ? He abused of his vineyard ?”
Skinner: “Not at all, and apparently, he is a serious mayor.”
Mulder: “Well, but he talks about “impound” if a flying saucer or cigar lands, is it really converted for that ? And what’s about “many nationalities” ? Either he is silly, or either he knows more that we know !?!
Scully: “And the rural policeman, he is trained for ? (Note: by the way, I would have wished to be there to see the head of this policeman when he read his new mission… 
)
Mulder: “And where is Chateauneuf-du-Pape ? It’s not really well-known.”
Skinner: “In the Vaucluse, near Avignon. And I think that’s the truth is here: it’s a big publicity coup to make his village famous, a fortiori his vineyard ! Look the newspapers, all speak of it, even the Times !
Mulder: “Clever this dear Lucien ! But I hope that his wines are worth a try…”
60 years later…
This decree is still in force ! It should be noted that it works because no UFO came to land in Chateauneuf-du-Pape…
Anyway, congratulations to Lucien Jeune and the prefect because the village is now famous all round the world, and their wines are unanimously considered among the best !
